What happens to quality
SVG is a vector format: shapes described as geometry, sharp at any size. ICO is made of pixels, so the drawing is rasterised — rendered once at its own declared size, no larger than 1024 px on the longest side, and fixed at that resolution from then on. Keep the SVG as the master copy and convert again whenever you need another size. An SVG that pulls in images or stylesheets from the web is refused rather than fetched: fetching them would send a request off your device. ICO is what a favicon.ico, a Windows shortcut or a desktop app icon has to be, and the one file can carry every size those need.
What happens to transparency
SVG and ICO both have an alpha channel, so transparent and semi-transparent pixels come through as they are — a logo on a transparent background stays on a transparent background. An SVG is transparent wherever the drawing does not paint, and the ICO keeps that.
Which sizes the icon contains
The ICO holds the image at 16, 32, 48, 64, 128, 256 pixels square, each stored as a PNG inside the icon — the form every browser and Windows since Vista reads, with full transparency. An SVG is drawn fresh at each size, so even the 16-pixel version is as crisp as the format allows. A source that is not square is fitted inside the square and centred on transparency, not stretched.
